		<description>As good an idea as that is, how do you enforce it?  You can&#039;t tax at the time of purchase because it would slow down the transaction.  So you would have to tax in April, in which case, the government is relying on everybody not only keeping track of, but being honest about, the purchases they made in the previous year.

There are still definitely some kinks to iron out.</description>
